Terry Lynn Land announced a new licensing restriction for teen cell phone use behind the wheel Friday.
Teens who are 14 and nine months to 19-years-old whose cell phone use contributes to an accident or ticket may be prohibited from using a phone behind the wheel.
The Secretary of State says teens falling under this category would undergo a re-examination. If they fail, their graduate drivers license would be delayed.
